default values not stored for tab custom data sets/field

if you construct a custom data set in tab view, containing fields where a default value is set, the default values are not stored until you visit the tab, click edit, and save.

the expected behavior is that contact custom data fields with default values are stored when the contact is created, regardless of whether it they are inline or tab based fields.
