Enabling TinyMCE causes jQuery to go missing

            Description

            In CiviCRM > Administer CiviCRM > Display Preferences, enabling TinyMCE in the WYSIWYG Editor causes every page in civicrm to display an alert that says "Load jQuery First!" before the page loads entirely. Switching to another WYSIWIG editor is a valid workaround, but not ideal.
