            Description

            Go to: http://drupal.demo.civicrm.org/civicrm/admin/tag?reset=1

            Click the Merge button next to any tag.

            As instructed, enter the first few letters of any other tag.

            See the HTML garbage that is returned, clicking it results in "select a valid tag".
