Sending a test mailing in CiviMail creates a new contact instead of matching to an existing contact

I sent test of a CiviMail mailing on CiviCRM.org to dave@civicrm.org - and there was a contact record already in the DB w/ that email. Instead of using that contact record, it created a new contact record.
