GUI improvement: Add a javascript selection for whether to use Paypal or enter credit card on contribution page (Paypal Website Payments Pro)

Patch file doesn't really work properly but the contents of the patch make the improvement as I don't know how to make a patch file. Basically in Website payments pro, donors have the option to pay through paypal.com or through the CRM (and then through paypal API). This patch gives the a radio selection of which option they want and hides the credit card information form when they choose Paypal. Makes it a lot simpler to understand what is going on.

It's also very compatible with javascript-disabled devices as they would see no changes to how it is currently.
