Description
Drupal 4.7 has introduced the concept of install files. We need to create a civicrm.install file for Drupal.

We should be able to use a lot of the code from the mambo installer. Most of the mambo code is at: SVN_ROOT/mambo/configure.php
Make sure we use the code for both installers as much as possible. The mambo installer also creates the settings.php file and we might need to figure a workaround so we can do the same for the drupal installer.
