This suggestion was discussed only once but I thought it worth capturing:

What if it were this committee’s job to develop a framework for extension developers to maintain in-app documentation? This would ensure that documentation stays current with the version of the extension. If we made it easy for developers (e.g., implement this hook, or include this XML with your extension, or something) rather than put the burden on them to decide what the documentation should look like, we might get a better participation rate.
