      Description

iATS (http://home.iatspayments.com/) is a payment-processor that specializes in the needs of non-profit organizations. It has support in US, CA, UK, and others. The extension "com.iatspayments.civicrm" provides payment-processing integration. The extension is (and has been for several years) actively supported by two developers, Karin Gerritsen and Alan Dixon, as well as the iATS company. Due their high level of support, it tends to have more advanced features than other payment-processor integrations (e.g. for physical card readers).

The extension is already distributed online/in-app. A couple years ago (circa CiviCon Denver), we had a tentative agreement to bundle this extension with the core tarballs, but (at the time) the "com.iatspayments.civicrm" team voluntarily deferred because they wanted to do more QA on 4.7. Now that the extension is being actively used in production on 4.7, they're ready to resume work on bundling with the core tarballs.

In the intervening period, the extensions WG developed a more formal process. We could potentially grandfather this in, but it's still a good idea to review and have a public discussion. I've posted a review here:

(Note: This is the first time we're bundling an existing extension with the core tarballs, so there may be some technical/infra revisions going on concurrently.)
