Connect Settings metadata to Defaults form

The settings used for defaults and site-wide configs have associated meta-data including descriptions and help-text that is not currently displayed on the Defaults/Settings form. The meta-data from the settings should be connected to their respective fields in this form.

This should include Expanding the Group Name metadata in the Settings to group fields on the Settings Form, instead of the strange regex hack we are currently using.
