            Description

            If you edit the allow country list, to make it blank (default on some buildkit installs) the VolunteerUtil::getCountries API fails. It is a wrapper around the Country::get API. And it passes in the countryLimit Setting as a list of IDs. When this list is empty Country::get throws an error that an empty list is not a valid parameter for IN.
