Broken Project Contacts UI

The check we are currently using to decide if a user should be able to see the widgets for editing project contacts is inadequate. It fails in many instances, including for instance if the contact doesn't have the ability to view their own employer (that is the default beneficiary).

Update the logic so that it checks the default, and current contacts before deciding which widgets to show.
Use individual settings for each relationship type, and concat those permission to decide on showing the relationship block at all.
