New Volunteer Project - Project settings not responding to Continue or Save and Done

            Description

            When trying to create a New Volunteer Project, after entering the required fields, Continue and 'Save and done' are not responding.

            Tested today on CMS_URL: http://core-8839-587q8.test-ubu1204-5.civicrm.org
            using - ADMIN_USER: pradmin and - ADMIN_PASS: pradmin1234

            This problem manifests only in CiviVolunteer installations which have no volunteer projects... or if someone has tampered with the data and there are no beneficiary volunteer project relationships.
