Edit volunteer activity - the Need field in the CiviVolunteer custom data should be a dropdown

            Description

            Currently when editing a volunteer activity, the Need field is exposed as an integer. Some options for fixing:

            Easiest - make it 'view only' and use hook to display project + need properties OR just hide the field completely from Edit

            Harder - provide dropdown of needs associated with THIS project

            I think the easier options are fine for now. (Maybe just hiding since the important data is now stored directly in the activity custom fields (sched / actual duration + role).
