Install and upgrade should handle case where Available and No-show activity statuses already exist

            Description

            Available and No-show activity statuses will be part of core starting w/ 4.1.1. The volunteer extension installer needs to handle that condition. Also the uninstall function needs to NOT remove those statuses.
