Memcache breaks translation

            Description

            When using memcache, CiviCRM can only be used in English. Changing the settings to any other language throws up the following behaviour:
            If I change the language in the settings form, everything is fine and in Dutch. As soon as I hit the save button, the language is automatically back to English.
