Petition custom thank-you and bypass confirmation

This patch solves a couple of issues with petition signing. First, it allows for a custom thank-you page title and text instead of the fixed "Thank you for signing the petition." Second, it allows a petition creator to bypass email verification on a given petition if they prefer.
