Suggestion for addresses on sites with multiple countries enabled

The State / Province label appears frequently in profiles and various interfaces. It is also a term that varies between countries that are selected. We already have a function that updates the select options for départements, provinces, counties in the UK, and cantons in Switzerland, and so on, but not the label. We could probably get a reasonable term for these regions for at least the major languages for every country through some standard that already exists.

What do you think about extending the code that changes the filter on the State / Province field to also update the label of the field with an appropriate string. I guess this would mean that there would need to be a list for this term for all countries in every locale.
