Description field on price field form doesn't exist

For an event price set, one of the fields on the form for creating or editing a price field is "description". Nothing entered there gets saved. That seems to be because there's no field in the civicrm_price_field table corresponding to it. (There are help_pre and help_post, but those have their own fields on the form.)

This patch simply removes it from the form.
