SMS Activities shouldn't be created for 'short enough' SMS when there is a Bulk SMS validation error due to length of SMS

      Description

      When an Mass SMS fails validation because some of the generated SMS would exceed the 160 character length, SMS activities are recorded against contacts in error.

      What should happen is that we should display a more user friendly error message, e.g. "Some of your messages exceeded the 160 limit. Please shorten the message by 7 characters".

      And no SMS activities should be recorded against any contacts since nothing has been sent to clickatell

      The parent activity remains present even if there is a sms failure:

      Ex: ERR: 114, Cannot route message
