State = Null or Is Not Null doesn't work in Search Builder

When using Search Builder to search on Individuals/Orgs where State is either Null or Not Null, the search yields no results. Other address fields work when doing this search in Search Builder (City and Postal Code work fine).

This search is key for doing address clean-up and discovering which contacts have incomplete physical addresses.

See attached screenshot. It's not an error message — just 0 results when there are contacts who match criteria and should be in results. Tested on the demo and this search doesn't work there either.
