$loginUrl in system workflow messages and PCPInfo not properly set for Drupal6 and WordPress

Drupal 6 and Wordpress support not covered when setting loginUrl. Let's create a function in Utils/System CMS classes to handle this and use it for PCP and CMSUser etc.

In the system workflow message "Personal Campaign Pages - Supporter Welcome", there is a token of $loginUrl (not sure if its elsewhere as well) that goes to /, but should go to /user.
