Cannot merge duplicates from contact "edit" screen

      Description

      When I click to "add individual" or "edit" and existing individual record, the tab "check for matching contacts" does not allow me to merge contacts if duplicate exist. A pop-up box appears instead with raw HTML that is hard for an end user to read and when I click "ok" on the box, the ability to merge the duplicates disappears.

      NOTE: this was tested in an environment that was upgraded to 4.3.beta2 from Civi4.2.7
