            Description

            Recurring contributions are excluded from the membership report (and possibly other reports) if contributions are used as a criteria

                Stoob,

                When in pending state membership records don't have dates filled. Its only when they get completed rest of the details are filled. One of your report criteria is on membership start date which makes report not list the pending records.

                We may shoot another discussion on minimal amount of information to keep in pending state, but for above case report seems to be doing the right thing.
                Try removing membership start-date filter criteria and check.
