import option is not available to non-administrators

A role of "staff" has been created. User "Fred" is assigned to this role.

all civicrm module functions are checked except
administer civiccrm
profile listings & forms

When Fred clicks on civicontribute he does not see the inport contributions option.

Granting Fred administrator privleges solves the problem. If the intent is to only allow administrators to do imports please ignor this bug report with my apology.
