Description
Steps to reproduce:
1. Login as admin. (Only tested with superadmin – haven't checked other admins.)
2. Observe: In Civi menu, "Events" and "Mailings" are both present
3. Navigate to "Administer => System Settings =>Enable CiviCRM Components"
4. Disable CiviEvent and CiviMail
5. Observe: In Civi menu, "Events" disappears but "Mailings" is still present
