Description

The timezone set in the Wordpress settings is not carried over to CiviCRM. CiviCRM is always in the UTC timezone when integrated with Wordpress.

This seems to be because Wordpress is always itself in UTC and does time conversions on it's own, without using the PHP libraries. As CiviCRM relies on the host CRM for timezone settings, CiviCRM is always in UTC time.
