Change Sourceforge default download when adding a new stable release

            Description

            The script/instructions for uploading new release tarballs on Sourceforge may need to be updated so that the latest stable is used as the default download. Currently it is downloading 4.3.0 rather than 4.3.3, so it seems like this is a systemic issue rather than an oversight.
