change case type: option to not reset timeline broken

      Description

      looks like the option to not reset a timeline when changing a case type, is not working. to reproduce:

      create case of type housing support
      trigger change case type activity
      change type to adult day care referral
      for reset case timeline option, select "no"

      case type is changed, but the timeline activities from the original case type are all removed.
