Issue with city token - PDF process prepends ? to data in the token

When generating a PDF thank you letter for a contribution,

{contact.city}

is generated with a ? prepended, e.g.,:

Grape Ape
123 Any Street
?Anytown, KS 67220

I have reproduced this both with data that was imported via the contacts import and with a brand-new record added into Civi via the interface so it does not appear to be a data issue. We are wondering if there is an issue in the PDF generation. This is not reproducible in 4.3.4 as far as I can tell.
