            Description

            Block.tpl uses <span> for pre and post field help markup. This causes mis-alignments in form layout. Fix this to match the <div> based markup used in Dynamic.tpl.

                PR for fixes on whitespace introduced on this ticket - https://github.com/civicrm/civicrm-core/pull/2262 (tabs instead of double spaces - not really visible when viewing the commits on github unfortunately)
