Org Import Uses Org Name Even If you Select Another DeDupe Rule

Create a new dedupe rule for Orgs that uses "External ID" or "Email" as the only criteria, as examples, and use Update along with this new rule to Import Contacts with the attached file.

I would expect this would result would be 3 Org contacts imported, two with the same name.

This is not the result. Only 2 imported org contacts show up in the database, even though the import says 3 were imported.
