Adjust Event Management Page tab links based on configured/not configured

The tabs for Manage Event Pages are supposed to have a different, more subdued look when no configuration has been entered on the tab. On Demo site, Event Location, Volunteers, Schedule Reminders and Personal Campaign Pages are displaying as though they were configured when they are not.
