      Description

      The tabs for Manage Event Pages are supposed to have a different, more subdued look when no configuration has been entered on the tab. On Demo site, Event Location, Volunteers, Schedule Reminders and Personal Campaign Pages are displaying as though they were configured when they are not.

          Would be good to get this fixed and also check/fix where the _civicrm_tabset hook is called. I think currently the hook changes are being over-ridden after the hook set's it's enabled property (which means that the Volunteers tab always appears to be enabled as well under Configure Event tab AND it always appears to be disabled when viewing the Configure pop-up menu in the Manage Events selector).
