Description
Changing the Supervised rule to something else appears to have zero effect on the popup. For instance I have created a supervised rule that checks only for first name and email. The pop still shows up for matching last names.
That pop-up is controlled by a 'hard-coded' AJAX function which always matches on last name. You can turn it off from Administer > Customize > Display Preferences :: [ x ] "Check for Similar Contacts"
The Supervised Rule will be invoked when the form value are actually saved.
