Description
I'm not sure if this is a permission or configuration issue, but clicking Browse Server sends me to URL like https://civicrm.org/imce?app=ckeditor%7Csendto%40ckeditor_imceSendTo%7C&CKEditor=edit-body-und-0-value&CKEditorFuncNum=2&langCode=en which returns Access Denied. I know some versions of IMCE require an additional file be added to your Drupal root, which is less than ideal. I'm not sure if that file is missing and/or the Browse Server option is actually configured for anyone, but I've never seen IMCE configured to show that button to users who can't use the feature in Drupal so there is something wrong.
