CiviCase XML reconciliation should run automaticaly

CRM-14478 introduces automatic creation/removal of activity-types and relationship-types. This runs automatically during cache-clear (eg after installing an extension). It should also run automatically after saving a CaseType in the GUI. Ideally, it should only run reconciliation for the managed-entities which are owned by CiviCase (not for all managed-entities).
