Can Jira be used to indicate which issues need to be included in documentation

      Description

      This is perhaps not the right place to put this but I wanted to make sure it was read. Also there was no component that fitted exactly so I had to improvise.

      There are over 500 closed issues for 4.5. Sifting through them to see which should be included in the User and Admin book is not easy.

      The issue type provides some sort of guide but it really good enough. Some of the bugs are actually improvements that user/admins should know about; many of the improvements are behind behind-the-scenes improvements that users/admins don't need to know about and the same applies to new features.

      It would really help the documentation team if there was something the person who opens the issue, or sets the first assignee or fix version, or closes the issue could do to indicate that this should be documented for users and admins.

      I am thinking of something very simple that would take a few seconds to do - perhaps a label "user and admin documentation"

      Then the documentation team wouldn't need to search through 500+ issues.
