[CRM-15374] Contribution FEES are affecting Balance and Total Paid incorrectly - CiviCRM Issue Tracker

Description

Register online for sample event w/ Pay Later.
Now Edit the contribution and set status to Completed AND enter a value in the Fee field. Click Save.
View the Participant record.

1. The Total Paid = contribution amount + fee amount. AND it appears that a Refund is due. This is incorrect.
2. Click View Payments. The FEE amount is shown as an additional payment. It should not be listed here.
