Description
In my testing (dgg), I created a 'memberships' reminder, selected 'Also include' and 'Choose recipients'. Then left the Manual Recipients field empty.
Result was 202 records in the action_log. In my case (4.5 git checkout ) emails were not actually sent out - instead a fatal DB error was thrown. However - we should definitely NOT be sending any additional reminders OR creating action_log entries in this condition. (screenshot attached)

It would be helpful to Civi admins if, when selecting "Also include" and "Choose recipients" in the recipients configuration, to not allow an empty list. Otherwise, reminder emails are sent to ALL contacts.
Ideally, it would be a validation error or warning. But if this isn't possible, could the help popup and documentation reflect this?
