civicrm_og_sync creates wrong relation between Drupal and CiviCRM

When a CiviCRM group is created from a Drupal group, the source colum in civicrm_group shows the related group.

This works properly when creating a group after CiviCRM's modules have been enabled. However the id's are wrong during the first sync, when the module is enabled.

Then the id does not correspond with the proper group and subsequently the wrong admins are added to the ACL list.
