Can't create user shareing field

            Description

            Go to User Sharing.
            Create new user sharing group.
            Create new user sharing field.
            See screenshot for CRM-161 (UI bug)
            Click on "create field"
            Takes you back to the home page without allowing you top create fields or giving an error message.
