            Description

            The meanings of the permissions are really opaque. Tommy and Jane spent a lot of time at the Maryland Sprint describing most of them, and this will put those in the description for the Drupal/Joomla/WordPress permission screens.

            Additionally, the permission names for most components aren't translatable, so this adds that.
