SMS appears in the search results action menu

      Description

      Hi

      On the contact result action menu you can select 'Send SMS to contacts' when there is no SMS provider configured. When you select the action it does provide a suitable error message but it is still misleading for staff using the system.

      It would be better if the action only showed in the list if an SMS provider was configured.
