            Description

            Allow back office credit card payments for processors that direct off site.

            The work I have done one CRM-16417 & CRM-16357 has taken me to the point where enabling back-office credit card contributions for offsite processors (excluding paypal standard which doesn't really support it) seems within reach as I had to implement the pending & then confirm 2-step process for CRM-16417 & CRM-16357 cleaned up the code to the point where I could
