PayPal Standard needs two digits of cents

            Description

            We found that CRM_Price_BAO_PriceSet::processAmount was passing a single digit of cents to PayPal (in Canadian dollars, if that matters) and PayPal complained that the total was invalid.

            We're submitting a PR for this shortly.
