State Province not copying to billing block

The 'My billing address is the same as above' check box is working for most fields - but notably not State Province (possibly not country too but it is defaulting to the same one).

I have added the name & address profile to this page

You can see that changing name fields updates the bottom box, but not state province. Replicated in 4.4 & 4.6
