load org for permissioned relationships other than current employer

This is a placeholder at the moment.

Pete has been struggling to get the workflow around membership reminders to work with checksums. I have code to allow the organisation details to load as long as a permissioned relationship connects them. On save it still creates the employer relationship.

The question is - if we allow this into core are there any downsides - Pete - discuss.

It would be hard to put these changes in an extension because we are opening up a limit that is enforced by core.
