Add more common options to scheduled job frequency

            Description

            Options for scheduled job frequency are currently Always,Hourly, and Daily. It common for jobs to need to be run more sparingly. Adding more jobs is a very minor change to core, so I'm submitting a pull request to add the following options: Mondays, 1st of Month, and 1st of Quarter.
