Message templates not loading

            Description

            When sending an email (bulk or otherwise) message templates can be selected but they do not load. Similar to CRM-15383.
            We have seen the message 'Uncaught TypeError: Cannot set property 'checked' of undefined'
            This is preventing sending any emails based on a message template, hence 'critical' as it's stopping work.
