Some menu customization is impossible

            Description

            First I thought that no drag and drop reorganization would be saved. Now I describe it that some reorganization will be allowed by drag and drop but it will not be saved. To reproduce
            *go to http://d46.demo.civicrm.org > Administer > Customize data and screens > Navigation menu

            • drag Contacts > New Tag and drop it under Contacts > Manage Tags
            • the drag drop operation works giving the impression that all is OK
            • click the refresh link
            • the New tag item will move back to where it was.

            Could be that Manage Tags and New Tag belong inseparably together which the magically appearing separation lines might be indicating. That does not mean that this is unexpected behaviour which can confuse or annoy the user.
